Marc Francone, founder/VP Recruiting

Marc Francone is the founder of Outsource Recruiting International and one of the county’s most experienced recruitment professionals. Marc has an established track record within professional services and recruiting. Throughout his 15-year recruiting career, Marc has always been hands-on and considers it essential to recruiting success. In 1997 Marc piloted the first outsource engagement for Source Services, which was an onsite project at General Motors providing executive search services for the CIO Center of Excellence. 

Marc’s understanding of fast growth business models and technology has helped him launch and build successful companies. He has an expert understanding of the recruitment process as well as training new recruiters. Prior to founding ORI, Marc formed Marclin Group, a Los Angeles based contingency and search firm. He has spent the majority of his career in recruitment and held multiple line and management roles within Source Services Corporation (Kforce).  While at Source Marc achieved President’s Board status in 3 separate divisions including National Accounts, Technology and Accounting/Finance. Additionally, as a business unit manager, Marc took over and turned around a struggling technology search practice while reducing turnover to zero. Marc spent his early years with Deloitte as a CPA. He is bilingual speaking English and Spanish.

Joan Child, COO

Joan Child has over twenty years experience in human resources, recruiting and risk management in both the public and private sectors.  Her expertise includes classification analyses, position development, recruitment, selection, and benefits and compensation.  She has developed policies and procedure in such areas as the American with Disabilities Act, Equal Employment Opportunity Commission, and the Department of Fair Employment and Housing. Joan organized and compartmentalized the risk management/human resources department for the City of Vernon, a non civil service public agency. While at Vernon she directed the recruitment and hiring process for all levels including top management positions.

Prior to her public sector experience, Joan was employed by San Gabriel Distributing Company, a union environment organization specializing in importing, exporting and distributing alcoholic beverages.  She was responsible for recruiting, human resources, risk management and employee benefits administration. Joan holds a B.A. in Education from California State University, Los Angeles. She is a certified paralegal and attended Glendale School of Law. Joan is a member of Professionals in Human Resource Association (PIHRA) and Society for Human Resource Management (SHRM).

Randall Castro, Manager Costa Rican Operations

Randall Castro is responsible for the near shore recruitment operation based in San Jose, Costa Rica. Randall has been with ORI Global since inception of the company and is an integral part of the management team. Randall oversees and manages the services of ORI’s recruiters in Costa Rica and is also responsible for maintaining and managing relations with Costa Rican business officials.  Randall assisted in the development of ORI ‘s near shore candidate delivery model and was instrumental in the deployment of the Maxhire Applicant Tracking solution. Randall is responsible for training new researchers and recruiters on the ORI Parthenon recruiting system.
